MADISON—Although changes in school finance have been small and incremental over the past two decades, the cumulative effect is that in 2015 it bears only limited resemblance to the mid-90s, the Wisconsin Taxpayers Alliance (WISTAX) concludes in a new report appropriately titled “Increasing Complexity, Unplanned Change: The Story of School Finance in Wisconsin.” In it, the nonprofit, nonpartisan research group examines multi-year trends in school revenues, enrollment, state aid, and property taxes, to reach that assessment.

Statewide Property Values Grow Modestly, Changes Vary by County

Total Equalized Values up 2.6%; Still Almost 7% Below 2008 Levels

Following a five-year decline, the current market value of all taxable property in Wisconsin rose for the second consecutive year, rising 2.4% in 2015. However, at $490.7 billion, values remain almost $25 billion below the 2008 market peak of $514.4 billion, according to a soon-to-be-released report from the Wisconsin Taxpayers Alliance (WISTAX).

Final Property Tax Figures for 2014-15 Show 2.3% Drop

As Share of Income, Tax Levels at Lowest Since 1946

Total property taxes fell 2.3% to $9.32 billion in 2014-15, according to final levy figures recently released by the state. That was the first drop since 1996-97. These figures are from the latest report from the Wisconsin Taxpayers Alliance (WISTAX) report, “Always on the state budget stage: The struggle to control property taxes.”
