Net GPR Spending Up 1.5%, While All-Funds Expenditures up over 10% in 2009-11 State Budget

MADISON—With increasing use of non-GPR (general purpose revenue) dollars to pay for general fund spending, confusion reigns over how much state spending is up in the 2009-11 biennium. Net GPR will increase 1.5% from 2007-09 actual spending amounts, while all-funds expenditures will increase more than 10% from 2007-09 actual spending amounts. In total, Wisconsin state government plans to spend $62.19 billion over the 2009-11 biennium. These findings are in a new Wisconsin Taxpayers Alliance (WISTAX) report titled “State Budget 2009-11: Ins, Outs, Ups, and Downs.”

MADISON— Federal, state, and local tax collections in 2009 totalled $61.2 billion, down from $69.9 billion in 2008. Taxes claimed 28.8% of total state personal income, their smallest share in over four decades. These figures are found in a new report from the Wisconsin Taxpayers Alliance (WISTAX) titled “2009 in Review: Total Wisconsin Taxes.”

Net Property Tax Increases Statewide to Top 4%

Wisconsin’s net property tax levy statewide is on track to rise about 4.2%, according to the Wisconsin Taxpayers Alliance (WISTAX). The nonpartisan policy research organization reports that school levies are up the most (6.0%), followed by technical colleges (3.9%) and counties (3.2%). The small state tax is down about 0.5%.

State Medicaid Recipients Up 174% Since 1998

About One in Five Residents on Health Welfare Program

In 1998, fewer than one in 13 Wisconsin residents received Medical Assistance (MA) from the joint state-federal Medicaid program aimed at providing health care to the poor, elderly, and disabled. Last month, that ratio was close to one in five, according to a new report from the Wisconsin Taxpayers Alliance (WISTAX). The nonprofit, nonpartisan research organization found the state’s MA-recipient numbers had grown 174%, or an average of about 9.6% per year, from 395,000 in late 1998 to 1.085 million last month.

Wisconsin's Tax and Spending Ranks Fall

State Tax Rank Out of Top 10 for Second Consecutive Year

MADISON—Over the past 15 years, Wisconsin’s tax ranking among the 50 states fell from third in 1993 to 14th in 2007, according to a new report, “Long-Term Tax and Spending Ranks,” from the Wisconsin Taxpayers Alliance (WISTAX). The nonpartisan research organization also said that, with state and local government revenues growing less here than elsewhere, the Badger State’s 50-state spending rank dropped from 13th to 26th.
