Is the County Sales Tax Still A Reliable Revenue Source?

WISTAX Research Suggests Reliance on Tax Leaves Some Counties Financially Vulnerable

MADISON—When the optional county sales tax was first used in the mid-1980s, it was thought to be a reliable new source of revenue that would help reduce local property taxes. After nearly 30 years, many of the 62 counties using the tax have found it may have come up short of expectations, according to a new report from the Wisconsin Taxpayers Alliance (WISTAX). The study, “The County Sales Tax: Is It Still a Reliable Revenue Source?” focuses on county-by-county collections during 2000-12 to determine whether or not the tax remains a reliable source of revenue. A previous WISTAX study showed the sales tax reduced property taxes in a few counties, but funded additional spending in most. WISTAX is a nonpartisan, nonprofit organization devoted to public policy research and citizen education.

State-Local Tax Burden Falls in 2013

Yet, Hike in Federal Collections Raises Total Wisconsin Tax Burden

MADISON—With state and local tax collections growing less than incomes, Wisconsin’s state-local tax burden fell from 11.5% to 11.3% of personal income in 2013. However, a new report from the Wisconsin Taxpayers Alliance (WISTAX), "Gauging Wisconsin’s 2013 Taxes," shows that the total tax burden rose from 29.4% to 29.7% of income due to increases in federal tax collections. MADISON—With Wisconsin college graduates confronting a weak job market and student loan debt now exceeding 65% of average annual earnings, some families are asking a question rarely asked since the 1970s: Does a college degree “pay?” A new study from the nonpartisan Wisconsin Taxpayers Alliance (WISTAX) explores that question, paying particular attention to the obstacles Wisconsin youth face in earning a degree and enjoying a return on their investment. Now in its 81st year, WISTAX is a nonpartisan organization devoted to public policy research and citizen education.
